This is the second message you've received since you took the nearby town of Nadbor. The first one said more or less the same thing, but in a Russian accent and naming a factory to the North west as a meeting place. At the same time.

That means you can only choose one of these offers. You have a choice between the Russian federation or Canton Protocol. Almost certainly each of these would have different things to offer you.
You are currently holing up at the military base in Nadbor, expecting to be hit from the air at any moment. You number only 20 still, and so you have very little left to lose.

Changes:
1) Since you took the Nadbor military base, you have gained access to a fair amount of loot. American weapons, uniforms, even a few vehicles. As a result, you have a bit more freedom in what loadouts you want to choose.
2) Please use the arsenals that you spawned by. The unit you picked affects what gear you have available to you
3) Any vehicles you lost in the taking of Nadbor or the town before it are still lost, although you have looted a fair few military vehicles and the residents of Nadbor have donated some quad bikes so that should be balanced out.
4) There is no turning back now. You've taken up arms against the US military. You are neither protected by nor bound by international agreements because you're insurgents. Now that the US military knows of your presence and intentions, thinks may be a bit more difficult. Although this also means you're no longer bound by US law and can use grenades, explosives and anti-tank launchers.

Objectives:
1a) Speak to the Russian ambassador in the factory at Hedrykov
or...
1b) Speak to the CSAT ambassador in the radio station at Swarog
2) Uhhh... I guess you find out then.
