"Excellent work getting our vehicles back from the Ja Mahal brigade. The ones that survived have scurried into the hills and we will likely never see them again. Our way is now clear to begin operations against the big fish of this region.
A Russian colonel has made contact with us with a job offer. The idiot was trying to smuggle Yellow Rain (a highly illegal drug) into Anizay but allowed the crates to get confiscated by the US. Now he wants us to retrieve his drugs from the Americans and bring them to him before they can trace them back to him. In return, he's promised to put in a good word for us with the local general and to "misplace" an MI-8 Helicopter for our use.
In addition, a representative of a local tribe wants the Alis Oil facility destroyed but made to look like an accident. Apparently the oppressive oil company that owns it is insured against acts of war but not acts of god. Regardless, he has promised us the allegiance of his tribe and a cache of modern ish AK platforms and uniforms if we can destroy the large oil tanks there and make it look like an accident. He suggested to either bluff your way in and rig the fuel trucks you own or some explosives to blow up next to them OR to simply assault the facility, ensure you kill every last member of the local PMC guarding the place and blow the place up anyway. Your call.
Remember to keep an eye out for additional civilian quests along the way.

- MAIN -> Steal 4 crates of Yellow Rain from the US Base at Maku and deliver them to the Russians in Kakoran.
- SIDE -> Deal significant damage to the Alis oil storage tanks to make it look like a serious accident. See above for some ideas on how you can achieve this.
