The Russian invasion of Altis has progressed much faster than anyone anticipated. So fast, in fact, they've already cut off Kavala from the rest of the island, if there were any island left to help them.

In an effort to save as many civilians as possible and slow down the invasion, various groups from across the city have come together to do whatever they can. An incident commander has been appointed to coordinate efforts across the city.

All squads have been tasked with retreating to the Command HQ for further tasking.
